Borough Council meets the second Monday of every month, 7pm at Benner Hall. Council Subcommittee work sessions are the fourth Monday of every month, 7pm at Borough Hall. These meetings are open to the public.Council:
Jim Bowman (2011) Council President
Jim has lived in Richlandtown for 25 years with his wife and three children, two of which are now married. He and his wife Bonnie are blessed with 4 grandchildren between the ages of 9 and 1 1/2 years old. He served on council for 10 years before taking over as council president in 2010. During the day, he works as the Sales Manager for the Precast Division of Rahn's Concrete. Jim was a member of council when Benner Hall was turned over to the borough and, as the first Head of Parks and Recreation, was an integral part of the group who revitalized Benner Hall and got it running as it is today. In his spare time, he enjoys playing golf, volunteering at Benner Hall, and has started making wine. Jim says, "I am the president of Borough Council this year so that means I don't have a committee. We have started the committee process this year and I am hoping to involve the whole council in the business of the borough. In past years we attended monthly meetings with little input throughout the month. I'm hoping this will bring more ideas and get more accomplished for the good of the borough.

John Calder (2011) Head of Buildings and Grounds
John has lived in the borough since the mid 1990s, has served on council for two terms, and been a member of the Planning Committee since 2000. He holds Bachelor’s and Master’s degrees in Education from James Madison University in Virginia and has an Associate’s Degree in Automotive Technologies from Bergen Community College. He teaches computers and photography at an alternative school in Bethlehem, and has a small carpentry sub-contracting business on the side. Outside of his activities with council, he has worked on the Borough’s Comprehensive Plan with the Quakertown Area Regional Planning Committee and helps with grounds work at Benner Hall. He lives in town with his wife, our former tax collector Stacie, and his two daughters Madison and Alexa. John says, “My committee goals are to have everything in the Boro work in a clean, efficient and attractive manner.”

Jocelyn Myers (2013) Head of Parks and Recreation
Jocelyn grew up in Springfield Township and moved to the Borough in 2007. She and her husband Michael, a volunteer with Richlandtown’s Fire Company, have three young children: Harrison, Capella, and Charlotte. She holds an undergraduate degree in Music and Business from Mansfield University and a Master’s degree in English from West Chester University. She is currently a freelance writer who works from home while caring for her children. Jocelyn became active with the Parks and Recreation Board in 2008, shortly after moving to the Borough. She built and runs the website for Benner Hall, has assisted with physical improvements to Benner Hall, and helps to plan many of the events that take place at the Hall. She has been heavily involved in the fund raising campaign to revitalize the outdoor recreation area at Benner Hall. Jocelyn says, “I’m committed to finding practical and affordable ways that we can restore and modernize the town, thereby protecting the property values of the homes, restoring community pride and spirit, giving our children safe and educational places to play, and providing quality recreational activities for residents of all ages and types.”
Matthew Scheetz (2013) Head of Personnel
Matthew grew up in West Rockhill Township, married a lifetime resident of Richlandtown, his wife Erin, and relocated to the Borough in 2003. They reside in the Borough with their two children. He was appointed to Council to fill a vacancy in early 2009 and won a seat in the Fall election in 2009. His training and background centers on the servicing and manufacturing of electronic and electro-mechanical equipment. Most recently, his focus has been Operations Management and Continuous Improvement Methodology. He works as the Production Department Supervisor for a manufacturer of chemical handling equipment, leading a team of technicians who design, build, and service equipment for Manufacturers of micro-electronics. In his short time in office he had a major role in creating the new Borough Manager position and hiring the Borough’s first full time Borough Manager, Joe Geib. Outside of council, Matt stays active with the Parks and Recreation Board and volunteers at Benner Hall. He helps regular volunteers Harold and Art on Saturdays as they mow the grass and maintain the playground property, and enjoys volunteering at Movie Night. Matthew says, “We need to determine how to fund projects. The hard fact is we have more needs (i.e. street, storm drain, sidewalk repair) and ideas (i.e. playground equipment) for the Borough than there are dollars. One of the specific goals in creating the Borough Manager position was to bring in an individual who is educated and experienced in Municipal government. First off, these skills and experience will help us discover and utilize new resources. Networking and accessing county, state, and federal agencies and working in partnership with neighboring municipalities to make our dollar go as far as possible. Secondly, we need grant funds, we can’t afford major projects without them. This is a long and complex process that rewards the groups that best prepare and sell their ideas to the agency awarding the grant. Our grant applications must compete with those of Municipalities traditionally better equipped to prepare a grant application. Our Borough Manager places Richlandtown in a better position to receive the grant funding so crucial to updating our infrastructure. My ultimate goal is a Borough with a strong sense of community that we all enjoy and feel safe in.”

Carl lived in Richlandtown for over 5 years before being elected as Mayor in November of 2009. His wife Cindy grew up in Richlandtown and the two were married in 1997. Their two sons, Zachary and Jeremy, are both married. He graduated from Northampton Community College with an Associate’s Degree in Radio and TV in 1982. Carl works full time in the Quakertown Corporate Offices of Lawrence Schiff Silk Mills, Inc. He also works part time for Divine Soundz DJ Mobile Entertainment Company in Whitehall. In the late 1980’s, Carl served as a Councilperson in the Borough of Freemansburg, Northampton County. In his free time, he serves as the recording Secretary for the Stewardship Commission and also as a Sound System Operator at West Swamp Mennonite Church. Carl says, “I am interested in improvement to the safety and well being of the residents in our community.” |
Borough Manager:
Joseph Geib
Joseph Geib
Mr. Geib joined the Borough as their first full-time professional Manager in July 2009. There is more to the job than the title lets on. Along with the administrative duties of manager, Joe is also responsible for performing the repairs and maintenance necessary to keep our Borough running. He brings with him degrees from Rutgers University, and a Master's degree in Community and Regional Planning from Temple University. A lifelong public servant, his resume includes positions with various government organizations, including performing county-wide GIS data administration, as well as citizen outreach and technical assistance visits for the USDA's NRCS during the recovery of the 2002 Hayman Fire in Colorado. His most recent position was with Richland Township, where he coordinated between the Administration and four volunteer boards. Among other accomplishments, he coordinated their Community Day and played a key role in the construction of Veterans Park.
