RICHLANDTOWN BOROUGH
COUNCIL MINUTES
April 13, 2009
The regular meeting of Richlandtown Borough Council was held on April 13, 2009. Stanley Weikel opened the meeting at 7:00 P.M. All members were present.
Rose O’Brien from the Upper Bucks Senior Center asked for any help they could get to help them pay the rent at Milford Square.
Matthew Burton from T Mobile inquired if the Borough would rent space on the water tower. Council thought it help bring in more revenue for the Borough. The solicitor will look over the contract until the May meeting.
The new water payment plan went into effect with the present billing cycle. Many complaints were because of the rate increase but about 10% have trouble with their meters. The water billing clerk and the water superintendent will look into these cases.
Norman Finlayson attended the meeting to ask that he not have to go through land development to finish the 3 apartments on the third floor at 2 E. Union St. Council was of the opinion that he should go through with the land development for his own good.
On a motion by John Calder, seconded by Jim Bowman and passed by Council, the minutes from the March 9 meeting were approved as written.
Attorney Henry representing Lee Hinkle put forth a proposal to settle the legal case between the Borough and Mr. Hinkle. The Borough took it under advisement and will have their Solicitor look it over.
The sexual harassment ordinance was put on hold because a similar bill was turned down by the state.
ORDINANCE # 251 – On motion by Matt Scheetz, seconded by John Calder and passed by Council an ordinance was passed detailing what is needed to hire a Borough Manager.
MAYOR’S REPORT
The abandoned cars in the Borough were tagged by the State Police and our gone.
PUBLIC WORKS
WATER SUPERINTENDENT REPORT – On a motion by Jim Bowman, seconded by Roy Schulenberg and passed by Council the Water Superintendents report was accepted as written.
ARSENIC – The contract to remove arsenic from the water was sent out to bid. The bids will be opened on Monday April 20, 2009 at Borough Hall.
TOOL INVENTORY – The tool inventory was done on Marchv31, 2009 by Roy Schulenberg and Stanley Weikel. Every thing checked out

PARKS & RECREATION
Community Day will be September 19, 2009.
Star Party April 17, 2009
A clean-up day will be held May 2, 2009.
PUBLIC WELFARE
On a motion by John Calder, seconded by Jim Bowman and passed by Council, the fire police were given permission to help at Motorcycle Ride May 31, 2009.
On a motion by John Wassmer, seconded by Jim Bowman and passed by Council, St. Lukes Emergency Squad was selected to serve Richlandtown Borough.
These donations were approved by Council. Motion by Floyd Bless, seconded by Matt Scheetz.

BUILDING & GROUNDS
Streets were swept today.
Spring Clean-up will be April 22, 2009
PERSONNEL
The personnel committee is working on hiring a Manager for the Borough
.
PAYMENT OF BILLS
On motion by Roy Schulenberger, seconded by John Calder and passed by Council, the March expenditures were paid.
ADJOURNMENT
