COUNCIL MINUTES

May 11, 2009

 

The regular meeting of Richlandtown Borough Council was held on May 11, 2009. Stanley  Weikel opened the meeting at 7:00 P.M. All Councilmen were present

 

Tom Lowe spoke to Council about an abandoned car on Briarwood Drive. Council had two cars removed and a third one popped up. The Mayor will look into this matter. Neighbors also complained about the ATV’s in the neighborhood. They  was asked to call the State Police when they are out in the area and Council will try to help.

 

Candidates for Council in the Primary were introduced Jocelyn Myers, Tom Gross and for Mayor Carl Raub.

 

Tod Fox, Fire Chief, asked to have the yellow lines on Union Street moved further back from the corner of Union and Main Street

 

Norman Finlayson the owner of the apartment house on Main Street asked Council how to proceed to add three apartments. He was given a copy of a letter from the Building Inspector with details.

 

On a motion by Roy Schulenberg seconded by John Calder and passed by Council, the minutes from the April 13, 2009 meeting were approved as written.

 

SOLICIOR’S REPORT

 

HINKLE – The applicant filed an appeal and so did the Borough. We are awaiting the court to enter a briefing schedule.

 

SMITH – Michael Goodwin is proceeding with enforcement actions.

 

P P L – The solicitor will follow up with PPL on having the pole moved on Church Street.

 

TOWER LEASE -  Revisions on the tower lease and shortening the time of the lease will be forwarded to T-Mobile.

 

PUBLIC WORKS

 

WATER SUPERINTENDENT REPORT – On a motion by John Calder, seconded by Jim Bowman and passed by  Council  the Water Superintendents report was accepted as written.

 

WATER METERS - The Water Superintendent will have the incorrect water reading averaged.

 

ARSENIC – Bids to handle arsenic removal were opened on April 13, 2009. At a special council meeting April 21, 2009 the contract was awarded to G.S. Developers .

 

TOWN COURT – The streets were sealed in Town Court and the Borough will go ahead with repairs to the streets.

 

 

 

 

PARKS & RECREATION

 

 

The roof damaged in a wind storm was repaired

 

A deposit will be required on all uses of the building, to be refunded if left in good condition.

PUBLIC WELFARE

 

FIRE POLICE  – On a motion by Roy Schulenberg, seconded by Jim Bowman and passed by Council, The Fire Police were granted permission to help at the Memorial Day Parade May 25 in Quakertown.

 

EMERGENCY MANAGEMENT – The emergency management needs to be up dated.

 

GENERATOR – The Fire Company is interested in purchasing a used generator for the firehouse.

 

PERSONNEL

The personnel committee is working on hiring a manager.

 

BUILDING & GROUNDS

Clean up needed behind the garage.

 

The millings from Main Street will be used to fill in the parking lot at the fire house.

 

.OLD BUSINESS

 

The Zoning Hearing Board requests an alternate member for their board.

On motion by Floyd Bless, seconded by John Calder and  passed by Council, the April expenditures were paid.
