COUNCIL MINUTES
June 8, 2009
The regular meeting of Richlandtown Borough Council was held on June 8, 2009. Stanley Weikel opened the meeting at 7:00 P.M. All Councilmen were present
Residents complained about having to pay $44.00 for a post office box. Council told them the only alternative would be cluster boxes. They were told to come to Council with a petition showing that many residents were interested and Council would contact the Post Office.
Some residents complained when Main Street was paved some curbs were broken. This is in the hands of the Borough engineer. Nothing will be done until the project is completed.
Norm Finlayson approached Council again about adding three apartments to 2 East Union Street. He was told to come to the July meeting with the building inspector.
A representative from T Mobile presented the proposed lease to Council. The Solicitor will go over it and it will be brought up again in July.
On a motion by Matt Scheetz seconded by John Wassmer and passed by Council, the minutes from the May 11, 2009 meeting were approved as written.
SOLICIOR’S REPORT
HINKLE – The applicant filed an appeal and so did the Borough. We are awaiting the court to enter a briefing schedule.
SMITH – Michael Goodwin is proceeding with enforcement actions.
ATV - A proposed ordinance on ATV use was given to Council. It will be discussed at the July meeting.
KIRK’S FUEL – Kirk’s will be contacted to see what if anything they have done about removing the fuel oil from Benner Hall.
FIRE COMPANY REPORT
The new engine will be delivered in September.
The fire company will be holding a car wash.
FINANCE COMMITTEE
RESOLUTION #2009-05 – On a motion by Floyd Bless, seconded by John Calder and passed by Council, Richland Township will represent the Borough on Act 32 on having one tax collector for the County.
REOLUTION # 2009-06 – On a motion by John Calder, seconded by Floyd Bless and passed by Council, this Resolution replaces Resolution #2009-03 requesting a grant from Commonwealth Financing Authority for arsenicic removal from Borough wells.
BOROUGH MANAGER - On a motion by Jim Bowman, seconded by Roy Schulenberg and passed by Council, the personnel committee was given permission to hire a Borough Manager.
PUBLIC WORKS
WATER SUPERINTENDENT REPORT – On a motion by John Calder, seconded by Jim Bowman and passed by Council the Water Superintendents report was accepted as written.
WATER SHUT OFFS - The Water Superintendent will have the delinquent water accounts shut off until paid.
ARSENIC – G & S is working at Pump house #3. A pipe has to be replaced costing about $15,000.
PARKS & RECREATION
Sewer is hooked up
Criminal mischief at playground.
Look into organizing non profit group
PUBLIC WELFARE
FIRE POLICE – On a motion by John Calder, seconded by Roy Schulenberg and passed by Council, The Fire Police were granted permission to help at :
Milford Carnival June 9-10-11-12
Plumstead June 12-13
Trumbauersville Carnival July 23-24-25-30-31-Aug. 1
St. John’s Peach Festival August 19

BUILDING & GROUNDS
The millings from Main Street were used to fill in the parking lot at the fire house.
Storm water survey including Borough Hall and the Fire Company.
.OLD BUSINESS
The Zoning Hearing Board requests an alternate member for their board.
PAYMENT OF BILLS
On motion by Roy Schulenberg, seconded by John Calder and passed by Council, the May expenditures were paid.
ADJOURNMENT
On motion by Floyd Bless seconded by Matt Scheetz and passed by Council, the meeting was adjourned at 9:30 PM
