COUNCIL MINUTES

September 14, 2009

 

The regular meeting of Richlandtown Borough Council was held on September 13, 2009,. Stanley  Weikel opened the meeting at 7:00 P.M. Councilman Floyd Bless was absent

 

An Executive Session was held prior to this meeting to discuss legal matters pertaining to the Hinkle property. Both sides will meet to try to negotiate a settlement.

 

Two members of the public complained about the tree trimming done by the Borough and asked to be notified the next time the Borough trimmed trees.

 

On a motion by Roy Schulenberg, seconded by John Calder and passed by Council, the minutes from the August 10, 2009 meeting were approved as written.

 

RESOLUTION #2009-07 – On a motion by Jim Bowman, seconded by Matt Scheetz and passed by Council, Resolution #2009-07, updating the municipal open space plan was adopted.

 

RESOLUTION #2009-08 – On a motion by John Wassmer, seconded by Roy Schulenberg and passed by Council, Resolution #2009-08, T-Mobile Cellular Lease was adopted.

 

RESOLUTION #2009-09 – On a motion by Matt Scheetz, seconded by John Wassmer and passed by Council, Resolution #2009-09, executing a deed of merger for Parcel #37-003-12 and Parcel #37-001-26 was adopted.

 

MAYOR,S REPORT

 

The Mayor will call the State Police about an apparent junk car business being conducted on Briarwood & Centennial Drive The Borough will also have the Code Enforcement Officer look into it.

SOLICIOR’S REPORT

 

SMITH – Solicitor Michael Goodwin is trying to find an address for Mrs. Smith so the complaint can be filed in the Court of Common Pleas.

 

PENNVEST – The loan closing is scheduled for September 21, 2009.

 

PHOEBE RICHLAND – There will be a conditional use hearing at Borough Hall on September 22, 2009 at 7:00 PM for Phoebe Richland to waive the land development permit.

 

MANAGER’S REPORT

 

BUDGETS – All budget requests must be in by September 22, 2009.

 

EQUIPMENT MAINTENANCE – The truck, tractor and leaf vac have been inspected and maintenance work brought up to date.

 

FEE SCHEDULE – The code officer will review the fee schedule and bring fees up to date.

 

BOROUGH WEB SITE - Many additions and up grades have been made to the web site

 

MAIL DELIVERY – A committee will be set up to collect information on mail delivery.

 

PUBLIC WORKS

 

WATER SUPERINTENDENT REPORT – On a motion by John Calder, seconded by Roy Schulenberg and passed by  Council  the Water Superintendents report was accepted as written.

 

ARSENIC – The arsenic project is proceeding well.

 

TOWN COURT PAVING – The paving of Town Court should begin September 21, 2009.

 

EQUIPMENT PURCHASE – A request put forward to purchase a used pick-up truck from Richland Township. This purchase was put up for further discussion.

 

STREET SIGNS Missing street signs will be installed at Windsor Court & First Avenue/Cherry Street.

 

WATER ACCOUNTS – Delinquent water accounts were shut off.

 

POT HOLES – Pot holes were patched on W. Walnut Street

 

NO PARKING – The no parking spaces at Main Street & E. Union Street will not be changed.

 

PARKS & RECREATION

 

COMMUNITY DAY – Community Day will be on September 19, 2009 at Benner Hall.

 

PHOEBE – Phoebe has donated a defibrillator  to Benner Hall.

 

OPEN SPACE GRANT – The park board is working to find matching funds for the grant.

 

PUBLIC WELFARE

 

FALL CLEAN UP -  Fall clean-up will be on September 23, 2009.

 

HAZARDOUS WASTE  - Hazardous waste pick up will be at the Quakertown pool on September 26, 2009

 

LEAF COLLECTION – Leaves will be collected  on Monday & Tuesdays from October 19 to November 30, 2009

 

FIRE POLICE – On a motion by Jim Bowman, seconded by John Wassmer and passed by Council the Fire Police were given permission for the following:

1.       Plumstead for 5K race on September 19, 2009

2.       Springtown for Halloween parsed on October 25, 2009

3.       Centeal Bucks bike club for Covered Bridge Ride on October 17-18, 2009

4.       Pennsburg for Halloween parade on October 25, 2009

5.       Quakertown for Halloween parade on October 25, 2009.

 

 

BUILDING & GROUNDS

 

FLOWER BED – The Fire Company redid the flower bed in front of Borough Hall

 

SEWER BID – Put on hold until next meeting.

 

PERSONNEL

 

PART TIME HELP – Part time help will be needed to collect leaves and work on the storm sewers.

.

NEW BUSINESS

POLICE – The subject of police service for the Borough was brought up. After discussion the Borough Manager was directed to check into what options are available for this.

 

                                                PAYMENT OF BILLS

 

On motion by John Calder, seconded by Roy Schulenberg and  passed by Council, the August expenditures were paid.
