COUNCIL MINUTES

October 12, 2009

 

The regular meeting of Richlandtown Borough Council was held on October 12, 2009. Stanley  Weikel opened the meeting at 7:00 P.M. All Councilmen were present.

 

 

On a motion by Roy Schulenberg, seconded by John Calder and passed by Council, the minutes from the September10 and the Special meeting on September 22, 2009 were approved.

 

MAYOR’S REPORT

 

Working on having 2 cars without valid license plates or registration in Town Court removed.

 

Lilac bushes need to be trimmed at 204 N. Main.  The Manager will write a letter to the resident.

 

SOLICIOR’S REPORT

 

HINKLE – The Solicitor is working to see if the Borough & Mr. Hinkle can work out an agreement without going to court.

 

SMITH – Mr. Goodwin has filed a complaint action in Common Pleas court. He can not find Mrs. Smith to serve papers on her.

 

PENNVEST – The contract for the Pennvest loan was closed on October 1, 2009 in the amount of $633.555.00

 

T MOBILE – The Tower lease with T-Mobile was finalized, and permits have been issued. They may begin construction soon, and we may begin to see lease payments before the end of the year.

 

 

MANAGERS REPORT

 

WORKSHOPS – The manager will attend two workshops this month (Winter Road Maintenance workshop and Sign and inventory management).

 

OPEN SPACE – Borough to be reimbursed from Open Space Grant, to be submitted to the County this week.  We are seeking reimbursement of $7,350 for the plan preparation.

 

FIRE COMPANY REPORT

 

ROOF -  The Fire Company is working on a grant to replace part of the roof on the firehouse. Council advised them to go with a 20 year roof. The base bid for the 15-year roof is $15,951, with another $1,828 to go with the 20-year warranty. An additional $,1075 can be added on for seamless gutters along the back side of the building.

 

FINANCE

 

PENNVEST – Council has received the pay schedule to repay the Pennvest loan.

 

 

 

 

PUBLIC WORKS

 

WATER SUPERINTENDENT REPORT – On a motion by Roy Schulenberg, seconded by Floyd Bless and passed by  Council  the Water Superintendents report was accepted as written.

 

ARSENIC – The arsenic project is making slow & steady progress.

 

WEST UNION STREET – Phoebe has offered to contribute toward having West Union Street paved. Borough engineer will be contacted to draw up costs for paving.

 

TOWN COURT – The paving at Town Court has been completed.

 

TRUCK -  On a motion by Matt Scheetz, seconded by Floyd Bless and passed by Council, a 1995 GMC 3500 pickup truck will be purchased from Richland Township for $4500.00.

 

EAST UNION STREET – PennDOT is supposed to mill and pave East Union Street this month.

 

PARKS & RECREATION

 

COMMUNITY DAY. – Community Day was a huge success. Enjoyed by all.

 

CRAFT SHOW -Craft show will be November 7, 2009

 

CONTRACTS – The rental contract for Benner Hall is being updated. This includes updated fees and legal language.

 

SEWER – The hall will be connected to the sewer before winter. The Manager has received the written estimates, and will commence the project soon.

 

OPEN SPACE DONATIONS – A savings account will be set up for all donations toward matching funds for the Open Space Grant.

 

PUBLIC WELFARE

 

FLU SHOTS – Free flu shots will be given on October 17, 2009 at South Middle School in Perkasie

 

LEAF COLLECTION – Leaves will be collected on Mondays & Tuesdays from October 19 to November 30, 2009.

 

RECYCLING – Borough Manager will attend a meeting about starting recycling program with County grant funds.

 

PERSONNELL

 

PART TIME HELP -Mike Smakulski has been hired for part time work to help with the leaf collection, sewer clean-out, and other 2-man jobs (due to safety).

 

NEW BUSINESS

 

BUDGET – Copies of the preliminary budget     were given to all Councilmen to take home and study.     

The budget will be discussed at the November meeting.

 

 

 

 

                                                PAYMENT OF BILLS

 

On motion by Matt Scheetz, seconded by Jim Bowman and passed by Council, the September expenditures were paid.
