Richlandtown’s Code of Ordinances is Online. To obtain a hard copy of the Zoning Ordinance or Subdivision and Land Development Ordinance (SALDO), please pick one up at the Borough Office ($25 each). Here is a copy of the Zoning Map.

Fees necessary for any application brought to the Borough

Solicitation Permit

Required for: Any transient retail operations throughout the Borough. Please contact the Borough Office to apply for a permit. All permits must be issued in-person by an agent of the Borough.

Use & Occupancy Permit ($50 Fee)

Required for: Resale of Homes, Use of New Construction. If the new owner intends to rent out the property, a Tenant ID Form is REQUIRED to be completed.

Tenant ID Form

Required for: All Tenants of Rental Units over the age of 18 years. Landlords are required to notify the Borough of the identities of new tenants within 10 days of the execution of the lease (written or oral). Failure to return this form or otherwise comply with the terms of Ordinance #194 will result in a fine of $500.00.

Building Permit

Required for: New Construction, Renovation, Demolition, or Moving of any Structure

Shed | Deck Permit

Required for: Construction of any shed, deck

Zoning Permit

Required for: Installation or Construction of any Accessory Structure, such as: Decks, Sheds, Fences, Roofs, Pools, Additions, Accessory Apartments, Home Occupations, Signs, Temporary Storage, etc.
In addition to filling out the form, you are required to provide a drawing of where the proposed structure will be placed, indicating neighboring lots and existing structures, and providing lot measurements of the structure and setbacks on the property. Also include a deed description with the application, which would indicate the lot lines, setbacks, and easements. Any applications submitted without this supplemental information will not be processed until the submission is complete, and will delay the permitting process.

Variance Application

Required for: Uses seeking relief from the terms of the Zoning Ordinance

Conditional Use Application

Required for: Land Development Applicants seeking a waiver of the terms of the Subdivision and Land Development Ordinance (SALDO), with negotiated conditions.
